Prasar Bharati’s channel of autonomy

By VAM Hussain Posted on : 25 Aug 2014 07:35 pm

Seldom have government ventures succeeded in democratic India for variety of beliefs and prejudices.  Inherent security has ensured complacency in government servants with invisible accountability resulting in almost every public sector unit crashing gradually but also becoming liability to the exchequer.

Such ailing commercial initiatives are numerous like Air India, IDPL and HMT to name a few.  As for pure government, the performance is not even measured to stem the existing rot.  The nation coughs up large sums on salaries to maintain archaic British systems founded on in fructuous and dilatory work culture.

Vishal Bhardwaj says it is high time that Information & Broadcasting Ministry should come forward and aggressively help film fraternity on various matters.

-------------------

Reacting to the arrest of Central Board of Film Certification's (CBFC) CEO Rakesh Kumar in an alleged bribery case, filmmaker Vishal Bhardwaj says it is high time that Information & Broadcasting Ministry should come forward and aggressively help film fraternity on various matters.
"I have read about it (arrest of CBFC CEO) in newspapers. I think I&B ministry should step in aggressively, it is not just the issue of censor, but other things as well. We have been promised for eight years about forming the category (of films) from 12 plus, 15 plus, 18 plus children but it has not happened yet. We filmmakers are suffering," Bhardwaj told reporters here yesterday at an event.

"There are films that are for 12 plus or 15 plus children so if this category is created it will help us… If you have some adult content in the film ,there is pressure from corporate house and producers to make sure that there is no satellite issue. So, we work under lot of constraints. We entertain people and the ministry should look at our problems. I think I&B ministry should come forward and aggressively help us," he said.
The CBFC is a statutory body under the Ministry of Information and Broadcasting to regulate public exhibition of films under the provisions of The Cinematograph Act 1952.

Prasar Bharati: Where is the money for programming?

Courtesy:  www.livemint.com

Today, Doordarshan is a broadcaster without resources; it can't be made relevant without fixing that Sevanti Ninan

FIRST PUBLISHED: FRI, AUG 15 2014. 12 00 AM IST

How relevant is Prasar Bharati the broadcaster? That question is best answered by looking at where its money goes. Technology and manpower eat up all the money the government allocates for Prasar Bharati. There isn't any left for programming. The Pitroda committee report puts out a simple statistic. In 2011-12, the operational cost of distributing Doordarshan's signal was Rs.723 crore. Of this, 88% was spent on terrestrial distribution, which reached 8% of the audience.

Only 7% of the cost went towards reaching the 53% of the audience in cable and satellite households. And only 6% went towards reaching the 37% in direct-to-home, or DTH, households. Here's how the situation looks on the ground. There is a somewhat forlorn looking relay centre at Bhimavaram in Krishna district, which exemplifies DD's terrestrial redundancy. It is a throwback to the days where all transmission was terrestrial and you had to switch manually between local, regional and national transmission. Today, this function has disappeared.

"We are studying in detail how this policy has been implemented over the last 20 years and why it was so imperative now. We need to know both versions and how other dozen FM companies run so professionally," Sircar told Mail Today.
