Inter-Media Publicity Coordination Committee (IMPCC), Nagaland Chapter’s first meeting for the year 2014 was held today at All India Radio, Kohima. Manpower shortage at DDK Kohima

he Nagaland state unit of the BJP has expressed concern over the shortage of manpower at the Kohima Doordarshan Kendra (DDK), and has urged the state and central government to look into the matter.
 
A press note from M Chuba Ao, President, Nagaland BJP unit informed that in 1995, the Ministry of Information and Broadcasting, while implementing the 10% Economy cut, abolished the entire Programme Post (group C non- gazette), along with some Engineering Posts, which included 56 programme Posts and 44 Engineering Posts for DDK Kohima.

Presently, there are four Post Production Assistants, two of whom are from Kendras of other states for a tenure of one year and two locals, with their posts from Guwahati PPC NE. It also employs two Programme Executives, one of whom is deputed from Itanagar and one local, who is on medical leave, the BJP informed.

New Delhi: The Election Commission has held the state-run Doordarshan guilty of violating the Model Code of Conduct by telecasting news about reduced prices of vegetables on the day of Delhi assembly polls and asked its Director General to fix responsibility of officers involved.

Rejecting the contention of Doordarshan that it had not violated the Model Code by telecasting such a news early morning on the day of Delhi elections, the Commission has held that it had violated the Model Code and sought fixing of responsibility.

NEW DELHI: Noting that Prasar Bharati has a workforce which is much bigger in size as compared to public broadcasters in other countries, a government-appointed panel has recommended a comprehensive manpower audit to map its staff requirements for the future.

The Expert Committee, headed by Sam Pitroda, has in its report said that no systematic, independent and professional review has been held of the norms, staffing and structure of the existing PB workforce.

Doordarshan contemplates abandoning terrestrial TV

India’s public broadcaster Doordarshan is suggesting to the country’s Ministry of Information & Broadcasting that the government should consider totally abandoning terrestrial TV.

Advanced Television reports that Doordarshan could then consider DTH as its primary transmission mode, which would serve cable distribution as well as private homes, and save a fortune in the process.

Prasar Bharati’s Expert Committee, headed up by Sam Pitroda, in its report to the ministry, said: “This scenario presents a strong case for switching off analogue terrestrial TV broadcasts within a short period of time and adoption of DD Direct (DTH) as Doordarshan’s primary mode of transmission.”

The special committee argued that Doordarshan should continue to support DTH and cable distribution but ending analogue transmissions would result in considerable savings while at the same time permit Doordarshan to expand the number of channels it offers viewers.

Peiris in New Delhi held extensive discussions on key bilateral issues including fishermen, India-assisted developmental projects in Sri Lanka's Northern Province and prospects for enhanced economic cooperation.
The two sides agreed to remain engaged to ensure that fishermen on both sides can continue to pursue their livelihood in a safe, secure and sustainable manner, the state-run All India Radio (AIR) reported on Wednesday.

Doordarshan urged to scrap analogue terrestrial TV service

Direct-to-home (DTH) satellite television transmission should entirely replace the terrestrial analogue TV service of India's public television provider Doordarshan, an expert panel has told the government.

Satyamev Jayate 2 to go on air from Mar. 2

Actor Aamir Khan's show Satyamev Jayate is back with its second season, which will go on air from March 2.

The 48-year-old garnered appreciation for creating a debate on country's pressing social problems through the show, that dealt with a number of hard-hitting social topics.

Some of the issues included female foeticide, healthcare scenario and domestic violence.

The first season was shown on Star Plus along with Doordarshan's DD National.

Doordarshan needs radical overhaul

MUMBAI: Doordarshan, India's public service broadcaster, needs a radical overhaul of its programming structure as it bids to keep pace with private television channels.

The shake-up, essential for finding more audiences and revenues, will involve new ways of building and sourcing content. A government-appointed expert committee, headed by technocrat Sam Pitroda, has recommended partially doing away with the tendering and bidding systems to select outsourced programmes. Also, a flexible financial approach to content creation needs to be adopted.

Splitting DD News into separate 24×7 Hindi and English news channels, converting DD Sports into a hybrid sports and movies channel, and introducing teleshopping bands for commercial exploitation are among some of the other suggestions made by the expert committee.

The programming structure overhaul

According to the panel, a clear demarcation between Prasar Bharati's commercial and non-commercial properties needs to be made in terms of programming and time bands. A notional, monetised value must be assigned to the public service properties delivered by the broadcaster on each of its channels for overall revenue generation.

Pitroda panel favours autonomy to transform Prasar Bharati

The Expert Committee headed by Sam Pitroda and set up by the Ministry of Information & Broadcasting to review the functioning of Prasar Bharati, has submitted its report after ten months of deliberations. The report has suggested steps that can be taken to transform Prasar Bharati into a world-class public broadcasting service, on a par with the best in the world.

To revitalise Prasar Bharati, the committee has submitted 26 recommendations in the critical areas of Governance and Organisation; Funding; Human Resources; Content; Technology; Archiving; Social Media; and Global Outreach. The Pitroda Committee report identifies clearly the outstanding blocks to Prasar Bharati's autonomous functioning and sets out the drastic changes required. SEVANTI NINAN says the report deserves closer attention.

It is typical of  the way the public service broadcaster is run that when yet another committee report comes out on Prasar Bharati, they produce for the press a summary of recommendations which does no justice at all to the report. The media therefore has gone away and not explored the significant proposals that have been made.

Also, the Pitroda Committee appointed around this time last year has  taken so long over its labours that any decisions on its recommendations are unlikely to be taken during 
the remaining life of the United Progressive Alliance government.  Any new government that comes in  is unlikely to treat public service broadcasting as its immediate priority. And since there are recommendations here which do address fundamental problems, a new dispensation may take its time getting down to an overhaul.


But even so, the many current problems which plague the broadcaster have................

Beginning today (January 26), All India Radio will launch a new programme on India's relations with other countries.

The first programme, to be broadcast on AIR FM Gold at 4.30 p.m., will focus on Japan to coincide with the visit of its Prime Minister Shinzo Abe for Republic Day celebrations.

A government committee, charged with reviewing India's national broadcasting network Prasar Bharti, has recommended that it must set up an international channel which will begin its run on new media like YouTube & Twitter, to rival the likes of the BBC & Al Jazeera.

The launch and distribution of the official "global" channel, must begin with social media and then move on to mainstream television in order to garner maximum reach outside of India, the committee recommended.

Making out a strong case for granting total autonomy to Prasar Bharati, a government-appointed expert committee has recommended amendments to the Prasar Bharati Act, 1990 to give "effective freedom to the public broadcaster with administrative and financial powers."

It calls for reorganisation of the Prasar Bharati Board to make it a professionally managed body effective in guiding the organisation. The committee also strongly batted for the use of social media by Prasar Bharati "which can be implemented immediately" and defining a social media strategy for the organisation.

R-Day broadcast: I&B ministry refuses sign language interpreter

New Delhi : The ministry of information and broadcasting Monday turned down the demand of the disabled community in the country to broadcast live the Republic Day parade via sign language interpreter on all the major channels of Doordarshan.

Taking cognizance of the issue raised by the disabled community a few weeks ago, the ministry had offered them accessible telecast on three channels -- DD Bharati, DD News and DD Urdu.

"Disabled are always ignored and the I&B ministry has proved it today," said Javed Abidi, convener of the Disabled Rights Group, who was part of the meeting with the secretary of the ministry of information and broadcasting and social empowerment and justice held at the Shastri Bhawan.

Changes in AIR Programmes

Taking feedback from its regular audience, All India Radio (AIR) will effect changes in the timings of the programmes being broadcast from its Thiruvananthapuram and Alappuzha stations.

The changes will come into effect from January 19, according to a statement from Prasar Bharati Additional Director General P K Subash. Major changes will be made in the timing of morning programmes. 'Subhashitham' being broadcast in the beginning of the morning session will be followed by 'Kavyanjali'.

DD Sports to beam Lusofonia Games 'live'

Margao, Jan 18 (PTI) State-owned Doordarshan Sports, has been named as the official broadcaster for the 2014 Lusofonia Games which kicks off in Goa today.

The national sports channel has invested Rs 10 crore to telecast the Games 'live'.

In view of the new development, all programming requests from National and International channels will now be directed to DD Sports.

The channel will provide feeds to local television channels as well.

A popular play written by Union minister Salman Khurshid has been adapted into a 13-episode television serial by Doordarshan and is currently being telecast on its Urdu channel.

'Hindustan ki Talaash', which began on January 17, is based on Khurshid's 'Sons of Babur', a 121-page play which was written in 2008, officials said.

Actor Tom Alter is playing a key role in the show. Alter has previously acted in the play which revolves around the last Mughal emperor Bahadur Shah Zafar as a central character.

Republic Day parade telecast to have sign language interpreter

NEW DELHI, JAN 16:  The Ministry of Information & Broadcasting has directed Prasar Bharati to have a sign language interpreter during the telecast of the Republic Day ceremony.

Prasar Bharati will have an inset box on TV screens for a sign language expert to give the hearing-impaired access to the parade proceedings. This will be available on three of its all-India channels as well as DD Urdu, DD Bharati and DD News.

The move comes after the I&B Minister Manish Tewari received a representation from the National Association of the Deaf.

Amethi in UP is Rahul Gandhi's constituency while Ajmer in Rajasthan is represented by Sachin Pilot. The Congress may have rewarded Ajmer by making Pilot the Rajasthan unit chief, but the Information and Broadcasting Ministry's denial of the gift the city was expecting has upset the cultural circuit, while the BJP-led government is crying foul.

Of the 22 new centres nationwide slated to get an AIR FM radio station over the next one year, Ajmer's project was close to completion. Officials said a transmitter had already reached Ajmer and was awaiting installation before it was shifted to Amethi in a last-minute decision. Ajmer, home to a popular Sufi shrine and a major tourist hub, had been awaiting a local radio station for years now. Last July, the central government announced several projects for Amethi including the AIR FM radio station at an investment of Rs 10.50 crore. Sun Direct to add remaining DD channels within 72 hours

MUMBAI: A week after notices were sent by the ministry of information and broadcasting (MIB) to three DTH operators for not carrying the mandatory 24 Doordarshan channels, one of the three  has decided that it will be adding the remaining six channels to its packages within the next 72 hours.
 
"Even before the notice was issued, we had initiated a technical upgrade that will facilitate to add more channels on the same transponder. We took steps nearly three months ago to import equipments and to upgrade our software," says Sun Direct CEO Mahesh Kumar.

Will the UPA government have the guts to free Prasar Bharti of its clutches in an election year? It has made all the right noises so far and even constituted a panel headed by Sam Pitroda to study Prasar Bharti and make recommendations on its overhaul. Tata Sky to reply to MIB’s showcause notice

MUMBAI: A month after the ministry of information and broadcasting (MIB) came out with its mandate that 24 Doordarshan channels have to be carried on all DTH platforms; the ministry has cracked the whip on three DTH players in the country for not obeying the notification. Showcause notices have reportedly been sent to Reliance Digital TV, Sun Direct and Tata Sky as to why action shouldn't be taken against them for not complying with this requirement.
 
Now, one of the big players is all set to give a fitting reply to the ministry - Tata Sky, which has unsuccessfully been chasing the MIB for transponders on ISRO's GSAT-10 satellite. "Our licence with Doordarshan was to carry eight channels but we were carrying 15 since our customers wanted them. We have been running pillar to post to get capacity but no one has been helping us," says and agitated Tata Sky CEO Harit Nagpal.
 
The DTH operator has signed long term contracts with all its channels and has no more capacity left for any more channels. "I am ready to carry the 24 channels that the government says I should but I need time to..............

Prasar Bharati, I&B dept tussle over appointment rules for board members

The Information and Broadcasting ministry and Prasar Bharati are locked in a tussle over who should have the final say in the appointment as well as the removal of chairperson and members of a board being set up to carry out recruitments for the public broadcaster.

A draft notification proposed by the I & B ministry suggests that Prasar Bharati board should select suitable persons for the post of chairperson and two full time members of Prasar Bharati Recruitment Board (PBRB) and forward them to the central government for approval.
The broadcaster however has sought modifications as it feels the idea goes against "legislative intent."

All India Radio (AIR), Hyderabad, will organise a Sarva Bhasha Kavi Sammelan (National Symposium of Poets) on Thursday at APSRTC Kala Bhavan in  Baghlingampally.

Governor ESL Narasimhan will inaugurate the event. As many as 66 poets (comprising the 22 original poets and 44 others who will translate the poems into Hindi and English) will participate in the symposium.

Speaking to reporters here on Wednesday, AIR director general R Venkateswarlu said the national symposium of poets is an annual event and was being organised regularly since 1956.

Cabinet clears guidelines for TV rating agencies, makes registration mandatory

NEW DELHI: The cabinet made it mandatory today for television rating agencies to have multiple owners to prevent any conflict of interest, saying that no company will be allowed to hold more than 10% in a TV ratings agency as well as in a media company.

TV rating agencies measure the total viewership of a channel or television programme and impact business decisions of advertisers and broadcasters.

The government also directed rating agencies to scale up to a minimum panel 
size of 20,000 homes within six months of the guidelines coming into force and there thereafter increase the panel size by 10,000 every year till it reaches 50,000 homes. Of the total panel homes, 25% will be rotated every year.

"Present TV rating system used a sample size of around 10,000 which is not adequate to represent the population of 15.4 crore TV households in India. It also does not.................

Vividh Bharati service to be available on Internet

Number of listeners has gone up considerably, says AIR Director General

The Vividh Bharati service of All India Radio will now be available on Internet soon. The radio channel, which presents a mix of music, skits, short plays and interactive programmes, can be accessed round the clock. This is in addition to the Urdu service and FM Gold which is already offered on the net.

According to R. Venkateshwarlu, Director General, AIR, radio is back in the reckoning. There is 30 per cent rise in the number of listeners as compared to the previous year. The new listeners are mostly outdoor ones, such as those using car radio and the radio facility in their mobiles.

AIR to hold poets's symposium today

HYDERABAD: All India Radio will be organizing a national Kavi Sammelan or symposium on poetry in Hyderabad on Thursday to mark the upcoming Republic Day.

R Venkateswarlu, director general, Prasar Bharti, told mediapersons on Wednesday that 21 poets from various regional languages and two from Hindi would be participating at the event. Their works would be translated by other litterateurs during the poetic session in Telugu and Hindi. "In all 66 poets will be taking part in the event which has become an annual feature of the AIR. Last year the gathering of poets was held in Bhilai, Chattisgarh," he said.

Over 20 poets from different regional languages will participate in the annual National Symposium of Poets organised by the All India Radio (AIR) here tomorrow.

Andhra Pradesh Governor E S L Narasimhan would be the chief guest at the event.

AIR eyes Rs 440 crore revenues

Public broadcaster All India Radio (AIR) expects its revenues to grow by around 18 per cent to touch Rs 440 crore in the current financial year, up from Rs 376 crore it clocked in the 2012-13 fiscal.

In the current fiscal till date, the revenues of AIR stood at Rs 307 crore. For it, revenues come from various sources, including government, public sector units, and private establishments.

Thrissur: The Doordarshan Kendra here, which is celebrating its 30th anniversary in the state, still uses outdated technology such as Low Power Transmission centres and spends lakhs of rupees to maintain them.

The centres were started to support LPT  in the regional base. Such a mode is used to support terrestrial transmission for those who receive  signals through the antenna. This is when technology has developed and satellite and cable networks have become common.

TV viewership ratings to come under govt’s scanner

In a clampdown on TV rating agencies, the government has decided to direct them to get officially registered with the Ministry of Information and Broadcasting, significantly broad-base the size of the sample households used by them for the viewership surveys and submit the detailed methodology of the assessment mechanism followed by them to the government.

The proposal by the ministry, listed to come up before the Cabinet on Thursday, requires TV rating agencies to enlist at least 50,000 households for the surveys, up from a sample size of around 10,000 being used currently. The move comes amid complaints from TV channels on the alleged opaque methodology employed by the rating agencies to size up viewership. The Television Audience Measurement (TAM) flowed by the TAM Media Research has come under flak from some TV channels, which have accused the body of indulging in unfair trade practices and making viewership projections through a flawed methodology.

I & B Ministry issues notice to Tata Sky, Reliance & Sun Direct

Ministry of Information and Broadcasting have issued a showcase notice to leading DTH operators, Tata Sky, Reliance Big TV, and Sun Direct for not showing all the 24 mandatory Doordarshan channels to their subscribers.

As per the basic guidelines of mandatory telecasts, every DTH operator is liable to provide 24 DD channels to their subscribers. No matter which bouquet of channels is being subscribed by them.
