Source: The Times of India | TV | Mumbai Mirror
Apr 19, 2013, 11.58AM IST
Onir, who directed the 2005 film, My Brother Nikhil, is a happy man. The petition he had filed on Change.org along with 52 peers representing 11 Indian languages, 28 of whom are National Award winners, urging the Information & Broadcasting Ministry to save Indie (Independent) Cinema, appears to have created the necessary impact.

Following a discussion with the CEO of Prasar Bharti, Jawahir Sarkar, and Director General of Doordarshan (DD), Tripurari Sharan, DD has opened a new window of opportunity for small, independent films, including those made by the Children's Film Society, India (CFSI) and the National Film Development Corporation (NFDC).

Starting June this year, DD will telecast National Award winning films in all languages and films that have been screened at 20 international film fests since 2000 in the 'Best of Indian Cinema' slot.

When contacted, Onir said: "The money is three times more, and for the first time,.....

Indian newspapers to continue growing: Sircar

Source: NVO (Northern Voice Online) News| BY admin | April 14, 2013

Kolkata, (IANS) Despite a sharp drop in circulation in print media worldwide, newspapers in India are growing rapidly and would continue to expand over the next several years, Prasar Bharati Chief Executive Officer Jawhar Sircar said here Saturday.

Quoting a FCCI and KPMG report, Sircar said television will grow by 18 percent, radio by 16.6 percent, and print by 8.7 percent by 2017.

He said print circulation has dropped worldwide but not in India. Indian print media have shown a rapid growth whereas global paid dailies have lost their importance.

"Global print circulation is falling. It's not falling, actually it's thudding down, but with India it is going up, that means India still has an appetite for the print media," said Sircar.

Getting Prasar Bharati back on track is Jawhar Sircar’s mission

Source: pressdisplay.com |  Bureaucracy Today | By Sohini Mukerjee
Date: 1 Apr 2013

Bureaucracy Today meets the charismatic CEO of Prasar Bharati, Jawhar Sircar. The 1975 batch IAS officer of the West Bengal cadre is our Bureaucrat of the month. He is on a mission to transform Prasar Bharati and is using his astute skills to enable this

It is twilight when we walk into Prasar Bharati Chief Executive Officer Jawhar Sircar's immaculately done office at PTI Bhawan, New Delhi. The atmosphere is lively as Sircar conducts a meeting with a group of people and invites us to be part of what is a normal day for him. "I always wanted to get into a relatively free profession such as teaching", he says as we settle down and take in the warm tones of his office. However, various incidents at the time of doing graduation at Kolkata's Presidency College which he attended during the peak of the Naxalite movement put an end to his teaching aspirations. "I appeared for the IAS exams and by luck or fluke I got through", smiles the former Ministry of Culture Secretary who is considered to be one of the best bureaucrats in our country. At the helm of Prasar Bharati since February 2012, Sircar has been instrumental in using his acumen to bring about changes and infuse life into this organization.

Private channels may have to fund DD, AIR

Source: Hindustan Times | Chetan Chauhan, HT, New Delhi

Published Date: April 09, 2013

Private television channels may soon have to loosen their purse strings to fund Doordarshan (DD) and All India Radio (AIR) if a government committee has its way.

The committee to restructure national public broadcaster Prasar Bharati is working on the proposal, which is likely to irk the broadcasting industry.

The committee headed by national innovation council chairman Sam Pitroda believes that DD and AIR have been suffering losses since the entire responsibility of public service broadcasting lies with them. "Private channels are profit-oriented and have no public service obligation," a government official said.

It wants private channels to pay a 'public broadcast fee' to the government, which will be used by DD and AIR to run social benefit programmes.

CAG like autonomy for Prasar Bharati ,however remaining a platform for the govt: Manish Tiwari

Source: mediamughals.com | MM Network

April 08, 2013

When the autonomy of the autonomy of the public broadcaster has been largely talked about the Information and Broadcasting minister Manish Tiwari highlighted that the public broadcaster be made independent on the lines of the Comptroller and Auditor General has it with the Finance Ministry. However, he said but inspite of the autonomy, the government should be allowed a platform where it could propagate its policies.

Replying sharply to stinging criticism by PB Board chairperson Mrinal Pande, surrounding the public broadcaster , the Minister for Information and Broadcasting Manish Tewari said on Friday that if the government was footing the bills of Prasar Bharati (PB), it could not be expected to keep an "arm's length" from the public broadcaster.

Mr. Tewari said the key issue was whether India needed a public broadcaster, and its relationship with the government. "Two-thirds of I&B Ministry's budget — Rs.1,885 crore of the Rs.2,800 crore — goes to Prasar Bharati. I am the recruiting authority, the disciplinary authority, the sanctioning authority. Yet, I am supposed to keep an arm's length. I am not God."

"If the country needs a public broadcaster let it be answerable directly to Parliament as it is mandated in the Prasar Bharati Act, but the government should be given the liberty to have a full spectrum communication agency which could take its point of view in the public space," he added.

Tewari calls for separate regulator for broadcasting

Source: Business Line

New Delhi, April 5:

Manish Tewari, Minister for Information & Broadcasting

Minister of Information and Broadcasting Manish Tewari on Friday said it was time to have a separate "techno-commercial" regulator for the broadcasting sector. However, he clarified that the Government had no desire to control the content.

"These are not policy pronouncements but my personal view," he said, on the sidelines of the first meeting of an expert committee on Prasar Bharati.

"The telecom space is huge and the telecom regulator TRAI has a lot on its plate. The broadcasting sector has also grown exponentially and has several issues….whether its TRPs (television rating points), media cross-holdings. I have myself made three-four references to TRAI…maybe it's time to have a separate techno-commercial regulator for the sector," he said, adding that the proposed authority should not look into content issues.

Addressing the expert committee, Tewari said that the Government was more than happy if the relationship between public broadcaster Prasar Bharati was similar to the relationship between CAG (the Government auditor) and the Ministry of Finance.

He said nearly two-thirds of the budget of the I&B Ministry went to Prasar Bharati, yet it was supposed to maintain an arm's length.

The Minister said if the country needs a public broadcaster, it could be made directly accountable to Parliament, adding that the Government should then be given the liberty to have a full spectrum communication agency across print, online and television to put forward its point of view.

In January, the Ministry had constituted an expert committee under technocrat Sam Pitroda to review the institutional framework of Prasar Bharati, including its relationship with the Government, its continuing role as a public broadcaster and measures needed to ensure its technical upgradation.

Prasar Bharati chair Mrinal Pande stings government with criticism

Minister for Information and Broadcasting Manish Tewari said on Friday that if the government was footing the bills of Prasar Bharati (PB), it could not be expected to keep an "arm's length" from the public broadcaster. His remarks followed stinging criticism by PB Board chairperson Mrinal Pande, who tore into the "intricate circles of bureaucratic power" surrounding the institution.

Both were speaking at the inaugural session of a meeting of the recently constituted expert committee to review PB's functioning. The committee is headed by the Prime Minister's adviser on public information infrastructure, Sam Pitroda.

No relief from excessive TV ads, says I&B minister Tewari

Source: domain-b.com

06 April 2013

India's television viewers won't get any relief from seeing five-ball overs in cricket matches and two-hour movies that are stretched to over three hours, as the government has put the kibosh on efforts of the Telecom Regulatory Authority of India to reduce advertising on paid cable channels.

Information and broadcasting minister Manish Tewari said on Friday that the TRAI, which has proposed a 12-minute per hour cap on advertising in TV channels, was straying into areas that were outside its ambit, and suggested a separate "techno-commercial" regulator for the broadcasting sector.

Tewari also said the government had no intention to regulate media content.

"The government has no intention of putting a regulator in the statutory space. When I talk to my friends in the media, I tell them I spent a fair amount of time in telecom courts, I am conversant with the TRAI Act, and I find it a bit of oxymoron that it is the broadcasting regulator as broadcasting was never supposed to be a part of the TRAI remit," he said.

"But be that as it may, for broadcasting the whole universe has grown and expanded in such an exponential manner that maybe the time has come to look on the techno-commercial side -- I underscore, underline, put in inverted commas - on the techno-commercial side, the need for a separate broadcasting authority," he added.

The minister admitted that broadcasters are unhappy about the proposed 12-minute advertising cap. He said the cap was part of the Cable TV Act, which private players had voluntarily accepted.

Sympathising with broadcasters, the minister said that broadcasters were primarily dependent on ad revenue, and this was a skewed system.

Indie filmmakers rejoice as Prasar Bharati set to telecast their National Award winning films

Source: Times of India | Akshata Shetty, TNN

Date:  Apr 5, 2013, 12.00 AM IST

We had recently told you about independent filmmakers planning a protest against their National Award winning films not being screened on national television. These filmmakers now have a reason to celebrate. Prasar Bharati has announced that it will telecast National Award winning films as well as independent films that have been part of international film festivals. Filmmaker Onir, who initiated the Save Indie Cinema movement, told TOI that he and others are delighted with the news and they will no longer protest on May 3. Instead on May 2 they will only address the issue of the dearth of theatres to screen their films.

Onir also received a call from Tripurari Sharan, DG, Prasar Bharati, regarding the same. "It's a historical thing. It was two months ago when Sanjay Suri and I met Tripurari with the petition. I am glad that he agreed to telecast the films and documentaries that have won National Awards or been part of major film festivals. It's great that now good Indian cinema will be telecast on DD National. It's great progress. Information and Broadcasting (I&B) minister Manish Tewari and joint secretary Raghvendra Singh played a vital role in making this a success," said Onir.

The slots for these films and documentaries are yet to be decided, but Tripurari revealed that the films will be aired post 10 pm on DD National. "We are now intending to advertise for producers and filmmakers to offer films that fit the slot. We are looking forward to producers who will offer us their films. Films that have been telecast on TV in the past will be paid 15 lakh and the ones that will premiere with Doordarshan will get 25 lakh," said Tripurari. The films will have subtitles when aired on TV.

NEW DELHI: In a move to showcase National Award winning films to a larger audience, the government is considering screening them in commercial theatres. The feature films and documentaries will also be telecast on Doordarshan.

The Prasar Bharati board on March 28 decided to screen award winning films or films that represent the country in international film festivals. It also decided to increase the amount given to the filmmaker per screening from Rs 5 lakh to Rs 15 lakh and Rs 25 lakh for a TV premiere.

According to ministry sources, several filmmakers had met I&B minister Manish Tewari and senior officials seeking commercial release of award winning films. "The filmmakers said there were very few theatres that screen documentaries and films because of financial considerations,'' an official said. He added that the ministry was exploring ticketed shows at the Films Division theatre at Mahadev Road and Siri Fort auditorium in the Capital.

The government bid to restructure public broadcaster Prasar Bharati would result in filling of 3,452 posts at different levels in the next one year.

The government has agreed to national broadcaster's suggestion to set up Prasar Bharati Recruitment Board to fill the posts lying vacant since 1997 when the corporation was set up to independently run All India Radio (AIR) and Doordarshan.

A Group of Ministers in 2009 had identified 3,452 critical posts to be filled up for smooth functioning of the two wings of Prasar Bharati. Now, the government has cleared hiring for 1,150 posts and the corporation expects clearance for remaining slots soon.

"We have submitted a proposal to department of expenditure for filling up remaining posts," said a senior Prasar Bharati official, adding that the posts are at all levels including Group B and C levels.

Those already working with the public broadcaster would get some sort of preference with the corporation deciding to relax age for casual artists and assignees by the extent of approved service rendered in the relevant post.

The corporation has also decided to expedite departmental promotions for its 45,000 strong workforce through constitution of high power committees to scrutinise proposals before being referred to the government. Doordarshan has about 17,000 employees whereas and rest work for AIR.

"Efforts are also being made to reduce stagnation to the extent possible by giving in-situ promotions, ad-hoc promotions as well as current duty charge of higher posts," the official said.

The corporation has also achieved success in financial restructuring of Prasar Bharati.

The earnings would be exempted from income tax, there would be waiver on interest on loan in perpetuity and waiver of accumulated arrears of space and spectrum charges till end of March 2011.

From next financial year, the corporation would get plan support as grant-in-aid instead of the earlier practice of loan.

The government will also provide full non-plan expenditure to meet salary and related expenses for the next five years. "These incentives would benefit Prasar Bharati to the tune of Rs. 12,071 crore in the current financial year," the corporation said in a statement.

The government has also set up an expert committee under National Innovation Council chairperson Sam Pitroda to suggest restructuring of Prasar Bharati to improve its look and make it a people's broadcast platform.
